2021 Winston Award - General Admission

Every year since 1990, the Foundation recognizes, through its William L. Winston Award, a distinguished member of the Northern Virginia legal community with a record of public service, distinguished by his or her efforts to advance the principles of enlightenment, knowledge and education in the area of the American system of jurisprudence, as well as to promote democratic ideals and advance the rule of law.

This year the Foundation selected Justice Charles S. Russell as the 31st recipient of this award. Justice Russell was born in Richmond, Virginia and raised in Arlington. In 1968, he was appointed to the Arlington Circuit Court. While on the bench, he was an adjunct professor at the International School of Law which is now the George Mason University Antonin Scalia Law School. In 1982, Justice Russell was appointed to the Virginia Supreme Court and retired in 1991. He returned to the Supreme Court bench in 2004 where he currently is serving as a Senior Justice.


To celebrate his selection with us, Justice Russell will be traveling from his home in Richmond to Arlington for the award ceremony and luncheon reception that will take place at the Washington Golf and Country Club, 3017 North Glebe Road, Arlington, VA, on November 23, 2021 beginning with cocktails at 11:30 A.M., lunch at 12:15 with the program ending at 1:45 P.M.. Justice Cleo Powell will deliver the keynote address. Every effort will be made to end the program by or before 1:45 P.M. so that Justice Russell’s colleagues and friends can visit with him afterwards. This event will be in compliance with State COVID protocols and we will be asking all attendees to be either vaccinated or have a recent COVID negative test.
